Cant install "Lightroom_Classic_Set-Up.exe" - after clicking it, notthing happens

As the title says... nothing happens after clicking at the exe

Before 3-4 years it worked. then i ended subsription (trial) and uninstalled everything.

Last year i wanted to try it again out but error was the same as these year, i quiet it. But this year i want to ask. Why? (windows 10. HP Omen, 32gbyte, all disks SSD etc). From a technic point of view it should run.

Any suggestions?
