Cant use Premiere and can not download most mobile apps. But I have to pay the full price.

Cant use Premiere and can not download most mobile apps. But I have to pay the full price.I think,that is not OK. I can use only a part of the offer and has to accept this? I think, Adobe has to do something in this sitation. Like now, its pipifax. Greetings
