Caps folder missing on Mac OS?

I went to Library>Application Support>Adobe, and the Caps folder is missing. I cannot install any Adobe programs, either. I tried to install Photoshop, and got error 105. Other threads said my Caps folder needs permissions, but I don't know where the Caps folder is? I have After Effects and the CC Desktop app.

Caps folder location :

[MacHD]/Bibliothèque/Application Support/Adobe/caps

You can give permissions to the Adobe folder to allow caps folder creation .

Be sure you're looking in /Library/Application Support/Adobe/Caps not ~/Library/Application Support/Adobe/Caps

You can use Go > Go To Folder in Finder rather than trying to navigate.

How long does the folder take to install? Who should I give permissions too? I already have myself on read and write.
