CC Application Manager required but is missing or damaged message...

I have the Photoshop for Photographers plan.  I recently upgraded my computer from Mac OS 10.8 to 10.12 which upgraded PS from CC2014 to CC2017.  Now when I start PS/LR I get this message:  Adobe Application Manager, required to verify your license, is missing or damaged. Please download a new copy Of Adobe Application Manager from http://www.adobe.com/go/applicationmanager."

First, I think the "Application Manager" is now the "Creative Cloud" app so that's probably why I can't find the "Application Manager".  I've deleted CC, PS & LR, reinstalled - no luck, repeated all that & run the Cleaner tool - still no luck getting rid of this startup message. I'm guessing that a hidden file is behind this error.  PS/LR both launch and run (so far).  Any suggestions how to get rid of this annoying & potentially? troublesome error would be appreciated.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud. (if you have a win os, right click the exe > click 'run as administrator'.

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking here and, when available, click 'still need help', http://helpx.adobe.com/x-productkb/global/service-ccm.html

kglad, thank you for the correct procedure in fixing this issue.  Now if the Adobe engineers will read this and figure out how to code these programs so users don't have to go through these contorted gymnastics when system upgrades occur.
