CC Applications Refuse to Update Error Code 113

Well this is new. I have never had a problem updating lightroom or photoshop until today. None of my CC apps will update now. Running Windows 10 here if that makes any kind of difference. I cleared out my temp folder and tried again with no luck. Tried reinstalling creative cloud. Same problem. CC just updated itself in the last 24 hours I believe. Obviously this is frustrating since the latest LR update is supposed to hopefully be much better optimized. I tried the download link given in your instructions when the updater fails and installed Lightroom to find that it was the same version I had installed already. It still shows as being out of date in the CC application. It seems like it is failing to find a manifest file and that is what ultimately causes the error. that's a connection (to adobe's secured servers) error.

you should retry if it happened after download started and had progressed beyond 5%.  if it occured at the start (<= 5%), confirm that you can connect to the secure adobe servers.

Except I did that and followed all of the instructions. I get the dual logo image and the pong result as well. It seems that connecting to the servers shouldn't be an issue if I can do it in my web browser. Also my hosts file is completely empty of course. The only other option is to uninstall CC and reinstall it, but I am worried that I will just run into the same problem and will be left with no installed applications. So the correct answer is that there is nothing more I can do? I've tried updating for days now and keep running into the same problem. Yet CC magically update itself today! Go figure! How can CC update itself but cannot update Lightroom? Yeah that totally makes sense.

if your connection is erratic, use a different connection.  you can also try installing some programs directly.
