CC desktop app won't update or install apps

So! 

I have the cc desktop app installed and working on two pc running win10. On one of them, the cc desktop app started downloading an update a few months ago for an app (photoshop in this case) and got stuck at 44%. Never went past it. Nothing changed on my set up, I have all admin rights, I'm on the admin account, I don't have any kind of anti malware/firewall apps running and everything worked fine until it didn't.

 

After a few sing out and reinstall of the app, new updates came out for my other apps and same thing, they get stuck at 44, 46, 48%. The cc app just gets stuck and wont update any of the adobe apps.

 

I searched the forums and tried a number of things:

-I've already uninstalled and reinstalled the cc app.

-I've already uninstall ALL my cc apps.

-I've already updated windows

-I've already given admin rights and priority to the cc app

-I've already deleted all my app preferences

I've tried everything I came accross on the forums. Nothing.

 

Things I noticed, I could not reinstall the cc apps through the cloud since the % would get stuck, so I downloaded the installer for each app and installed them without issues. Now however, I can not update them as this requires the cc desktop app. and when I try, it gets stuck. 

I've also noticed that when the cc desktop app is trying to install and donwload, it disconnects me from the internet for like half a second. It does so every 20% of the install and download bars. No other app on my pc does this. The connexion is stable and I don't experience any lag on anything, this is the only instance i've noticed I loose connexion. (might not be related but I'm running out of ideas)

 

So, how am I suppose to update my apps without the cc desktop cloud? Is there a way to bypass it? cause right now, ALL my issues are from the cc desktop app. The apps themselves run fine and installed through their own installers.

To rule out conflicts from other processes, try booting up in Safe Mode.

So I tried to booth in safe mode and open the cc desktop app. to my surprise it refused to open and removed itself from my app list. I went online to force an update on photoshop and the cc desktop app started reinstalling itself.
I figured maybe it was repairing the install and might fix my issue but no, the app stopped download at 30%. I eventually jsut rebooted in normal mode and had to re install the cc desktop app. I then tried to update any of my current apps and the download stops at 60%

No difference in safe mode. As soon as the cc desktop app is involved, the downloads fail.
