CC install hanging

I've read a few forum posts and nothing has worked. I downloaded the newest version of Creative Cloud, and After Effects. The CC installer wouldn't work after 4 restarts because there "was another installer open" when I force quit EVERYTHING on my mac. When I tried installing After Effects, the CC tab opened and started updating, but wouldn't go past 7%. I removed any traces of Adobe from my mac. The download and install finally started and I left it overnight, then didn't complete, so I uninstalled it AGAIN and restarted, and it's still hanging at 16%

Edit: Both of my internet connections are strong, I have tried both. My firewall and AV is off also
