=( CC installation woes on older mac mini w/latest os HELP!

I have just purchased an Adobe CC account. I have downloaded the CC app as required, but when I launch it (to DL Photoshop) it just hangs there saying "loading Create Cloud" but never does so. Repairing, reinstalling, nothing helps, it just hangs there and does not allow me to DL or use any of the apps that I just paid for! I am using the most updated system software (Catalina 10.15.7) on a late 2012 Mac mini. Please advise ASAP thank you.
