CC Installer hangs at 40%

Noticed today that CC install was hung at 71%. Uninstalled CC, ran CC Cleaner (no problems corrected), and now several iterations of CC Install all have hung at 40%. No timeout or error message returned. What is the problem?

Correct answer Jack Deblanc

(Sorry for the terminology - actually I did just rename OOBE folder as the procedure specified)

Success !!

Had ISP reconfigure DSL internet service.

From newly created local administrator account, ran cleaner again, and was able to download and install CC, Lightroom Classic CC and Photoshop CC. All are operating well !!

THANK YOU !!

Please read my problem a little closer! CC Installer did not return any error. I ran CC Cleaner and then ran CC Installer again - repeatedly hung, with no error returned. This problem will only be solved by searching information in logs and console messages.
