CC keeps opening itself and popping up about keeping preferences

Please please help me.

Yesterday i needed some space on my computer so i decided to uninstall illustrator. Now, being in a hurry i uninstalled it using windows native uninstaller. however, when that didnt work i remembered it was better to uninstall it via CC, so i went there and uninstalled Illustrator. After doing so, i did some other things, shut down my pc and went to bed.

today i woke up, and CC has decided that whenever i do anything on my pc, opening a new tab in the browser, alt tabbing, opening a new program, entering or exiting fullscreen, it will open itself, even if fully closed, and ask me the question if i want to keep the preferences when uninstalling illustrator. I have clicked cancel, i have clicked delete and i have clicked keep, nothing does anything. I have uninstalled everything, used CC cleaner to get rid of everything and reinstalled it. Same issue is still there. I have tried using REVO in combination with the above, problem is still there. I have manually hunted every possible adobe and CC file there was on my pc, and its still doing it. I have reinstalled and uninstalled Illustrator, still there. At this point, i litterally cant have CC on my pc cause i cant work if this software opens itself every time. And to be clear, it doesnt just open in the background, no it opens full in your face over top of anything else you are doing, and lags out my laptop when it does. i have found a few forum posts with a similar issue, tried those solutions, that also didnt work. Please help me, cause i honestly dont know what else i could try.

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R


if that fails, repair per https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html


if that fails and you have windows, open your control panel > add/remove programs > cc desktop app > repair

if that fails, uninstall using the correct uninstaller from https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging and then reinstall using*


if that fails, do a clean cc install carefully following each applicable step:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, again using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

check for, and if available, update your os

if windows is your os, repair all ms visual c++ versions that can be repaired (use google if you don't know how to do this)

if windows is your os update your ms visual c++, if it can be updated (use google if you don't know how to do this)

restart your computer (don't skip this)

reinstall the cc desktop app using the "alternative download links" at the bottom of the page at https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

use the desktop app to install your cc programs/trials>

if that fails, you probably have a corrupt user account. google your os and how to create a new one.

Thank you for your response. I did all this up to "clean your computer of CC file". And so far non of that helped. Ill take a look at the rest of the options when able and keep you up to date.

you mean as in saying yes to keeping your preferences? I did that, didnt work unfortunately
