CC libraries have never worked properly

I've been attempting to use my Libraries for the past three years and it never quite works. They worked in the beginning, I could add graphics, swatches, etc. and share with my coworkers. Since then, they will sometimes work for no apparent reason and then stop working again. I would say they don't work 90% of the time.

What I mean by "doesn't work" is I can never add or use the swatches in the panel. I see the ones I've added ages ago, and ones that I added on those rare occasions it works, but I cannot select the swatch to use it in any document. I'll create a new shape and nothing happens. I try eye dropper and nothing happens. I resort to hovering over the swatch and writing down the CMYK. Also, I cannot select a color and add it to the libraries. I can grab graphics from libraries at any time, but I can't add them when it decides not to work.

I've asked Adobe Care about this a few times in the past, and gotten no answers cause they've never heard of the problem before. I've uninstalled and updated my Adobe CC several times, and that doesn't seem to do anything. I've created new Libraries and they don't work either.

My coworkers never seem to have this problem and I can't find it in forums. Am I just the lucky individual who can't use libraries or am I missing a setting that I unwillingly clicked? Help!
