CC Libraries missing

I have a team working on a project using a few libraries with a few different owners on the libraries all together.
The team has noticed four missing libraries recently, owned by two different individuals. The owners have not deleted the libraries nor change their accounts.

Can anyone please help?

Is there a way to restore past libraries?
