CC programs wont download and keep saying to re-install

I just got the student version of the Creative Cloud yesterday. It downloaded the Cloud app, but after getting to 100% on a program's download a Configuration Error window pops up saying I need to uninstall of re-install and Error:16. Then instead of saying "Install", the button says to either get the "Free Trial", or ""Buy Now". I tried reinstalling them but the same thing happens again. Any advice?

Thank you so much! I followed those instructions for windows 10 but it didn't work. I think it might be because some of the boxes I needed to check while editing permissions, like Special Permissions, were grey and I couldn't check them. Is there anything I can do to fix that?
