CC set-up stops at 19%

Over a month ago, I bought the CC licence for all apps and tried numorous times to install the damn thing to no avail. Now, I have a clean install of Win10 pro (64bit system, x64 based processor). Downloaded CC set up exe file and, just like for the past month, it stops at 19% I don't use a firewall, don't have an antivirus, my internet connection is fine, logging into CC from ff works fine, there are no previous CC files, so I didn't use CC cleaner tool, because it's a clean reinstall of Win 10 pro (delated users, files, settings, and all). There are no error codes, it just stops. The longest I've left it running was over 24h. I tried to install apps alone, but they also freeze at random % - 48% for Illustrator was as far as the installation went. Tte odd thing is that Task Manager says it's installing Adobe Installer (32bit).

Can anyone please help me with this, because I don't know what's wrong and I'm feelingfrustrated, because I've lost commissions already.

I've read that solution before. Like I said in my first post, my internet connection is fine, the installer goes swooshingly fast from 0 to 19% and then stops (currently at 19,5%, with that progress - 0,5% per day - I'd be able to successfully install CC Installer by June 3rd, yay), I've disabled in-built firewall, I don't have an antivirus, tried through and without a router so it's not the issue, I use no proxies, I get no errors, it just stops.

I've read about the host file in other answers. I'm installing on a clean win 10 pro with all the updates. There is nothing in thatfile. I ran the cleaner tool and restarted. There was nothing to clean. I even tried terminaitng all not mandatory tasks in task manager and it didn't help.

I'm out of ideas -- and what's worse, this license is useless to me as I wasn't able to use the software for a month now.
