CC Subscription for all products w/o Stock?

Last year I was on a single App subscription plan (Adobe Muse) when Adobe offered a reduced price complete CC subscription for about €35 monthly for one year. The time for this special sub runs out in the middle of August and I am trying to decide on a new subscription.

I have seen in the German AND US Adobe websites a subscription offer for CC "all desktop apps" without Adobe Stock (there is also a subscription available WITH Stock). Because I live in Germany, I believe I am required to take my subscriptions from the German Adobe. But I was unable to find an option for this offer on the site.
This subscription is listed in the first table on Welches sind meine Kontaktoptionen?  In the first column is

Creative Cloud für Einzelpersonen

• Alle Anwendungen

(CC for individuals, all Apps)

On the US page this option is easy to find and costs about $50. I'm very confused at the moment and am not sure what I should do.
