CC Won't install After Effects on Windows 10

I recently wiped my PC and upgraded to Windows 10. I've already re-downloaded Photoshop and Lightroom, but while attempting to install After Effects, it would freeze at 50%.  I stopped the download, and tried again. it froze in the same spot, no error messages.
I've restarted my computer and tried again, and now after it downloads maybe 5%, it cuts out, and just says "Waiting." I've let it sit, waiting on it to do something for more than 24 hours. Nothing.

I was going to try uninstalling CC app, and reinstalling, but it also wanted to remove photoshop and lightroom.

Is there ANY way to avoid this?
