Is the only way to change the country associated with an Adobe CC subscription to cancel the original subscription and take out a new one?

The country associated with your adobe id must match the store you purchase from and must match the payment address.

after doing that, if you need to cancel, Manage your Creative Cloud membership

and if you have any problems managing your own account, then contact adobe support via chat.
