Changing country on Adobe.com account

Hello.

I'm trying to upgrade from Lightroom 2.7 to Lightroom 4, but I can't complete my purchase because the country associated with my Adobe ID is not the same as the country associated with my Credit Card. I had a rather unproductive chat with customer services... abridged version follows:

info: Thank you for choosing Adobe. A representative will be with you shortly.  Your estimated wait time is 0 minute(s) and 1 second(s) or longer as there are 1 customer(s) in line ahead of you.

info: You are now chatting with Amit.

Amit: Hello! Welcome to Adobe Customer Service.

Amit: May I please have your email address registered with Adobe while I review your request?

Me: email@address.com

Amit: THank you

Amit: As I  understand you want to edit you account details ,IS that correct ?

Me: Correct

Amit: email@address.com is this an email in which you want to edit

Me: I don't want to edit the email address: I want to change the country from United Kingdom to Czech Republic.

Me: I now live in the Czech Republic.

Amit: It can not change I am sorry

Amit: Are we still connected ?

Me: It seems that it can be changed by Adobe customer support.

Amit: No only Country can not change

Me: When I click 'Change' next to the country it comes up with a box saying "If you have moved to a different country than what is currently listed on your Adobe account, please contact customer support to change it."

Amit: Please provide me that link \

Me: It's a tool tip box in the checkout process.

Me: Can I send a screenshot to you?

Amit: Please provide me the link

Amit: At the top of the web page link it there

Me: It's just a link to the checkout process, but here it is: https://store2.adobe.com/uk/cart/checkout.html#

Amit: Thank you

Amit: I am sorry we can not change the country

Me: If you cannot change the country then I cannot buy Adobe products.

Amit: I am sorry

Amit: But  I can not change the country

Me: OK. Thank you. Goodbye

Amit: Is there anything else I can help you with?

info: Your chat transcript will be sent to email@address.com at the end of your chat.

In addition to the tool tip in the checkout process threads elsewhere in the forums (e.g. here) suggest that it is possible for Adobe to change this. It seems improbable to me that Adobe requires me to create a separate email account in order to open a new Adobe account in order to buy an upgrade as punishment for moving countries in the meantime Any ideas how I can resolve this?

    hello,

I have the same issue, any news on this?

It would not make sense to create a new ID when you change country.

How the licenses activated to the previous ID are transferred?

    Thank you

You will need to contact support who will assist   in creating a new ID with changed country , once done, the product registered in the old ID will be transferred to the new Adobe ID by support only,

In case of any issue, please feel free to message me in person. I can always follow it for you.

    Contact Customer Care

    that's not very nice.

but it looks like the support person was correct and that web info was misleading.  from this page http://helpx.adobe.com/x-productkb/policy-pricing/account-password-sign-faq.html is:

Note: You cannot edit the settings for your country. If you have moved to a new country, or selected an incorrect country, it's necessary to create an Adobe ID with the correct country.

then the issue will be whether you can create a different id with the same email address.  probably not, because that would be too easy and would not be as frustrating as forcing a new email/new id each time you moved to a different country.
