I am planning to buy the licenses to use photoshop.

it is for use in business.

in this situation, Can I buy the Photoshop for individual ?

or should I buy the Photoshop for business?

If I can buy the Photoshop for individual, Can I use it for business without legal matters?

Actually what you should subscribe to is the Photographer subscription plan. It comes with Lightroom and Photoshop and cost $9.99 US a month. If you subscribe to just Photoshop the cost would be $19.99 US a month.
