1. roll back your os to a compatible version, 10.14 is the most current

2. purchase pse 2023, https://www.adobe.com/products/photoshop-elements/tech-specs.html

Photoshop Elements isn't compatible with MacOS Ventura.

You have to upgrade to Photoshop Elements 2023.
