Computer "Incompatible" For New Downloads When It Is

My Creative Cloud says that all of the featured apps are incompatible for download due to my desktop Windows being too old when, in fact, it is up to date and meets the download requirements. Why does it say it is incompatible when it really isn't? How do I download the apps I need with this issue?
