In order to install on a new system I want to deactivate Photoshop CS6. unless I've got a connection to the internet I cannot do it. What might be the reason for this?

Not sure what you are asking. The activation system requires to sync with the server, hence an Internet connection is mandatory. There is no magic beyond that or an "offline" deactivation. If connecting the machine to the Internet is not an option, cal lsupport to reset activations on teh server.
