Anyone know how to get Configurator 4 to work the Apple OS "Catalina?" - OR - how else I can make some custom panels (mostly for Photoshop CC).

Adobe Configurator 4 is 32 bit and macOS Catalina only runs 64 bit applications.

Unfortunately, adobe has not come out with an updated version of configurator so you have two other choices for making your own panels: do it manually or use a pay for Configurator Reloaded.

It should also be said that after photoshop cc 2014, adobe changed the panels from flash to HTML, so Adobe Configurator won't work for current versions of photoshop.
