Continuous error message when trying to open/download adobe files

I can't open/download adobe files from e-mails or websites.  Never had problems until about a month or two ago and now it never works.  I keep getting the message "There was an error opening this document.  This file is already open or in use by another application."  How do I fix this?  Thank you.

by adobe files do you mean acrobat files?  if no, explain.  if yes, read on:

you won't get that message when downloading an acrobat file (but would if there's a problem and you try to open an acrobat file)?

can you view this in your prefered browser, https://www.adobe.com/support/products/enterprise/knowledgecenter/media/c4611_sample_explain.pdf
