Converting a Web Image to a Jpeg to edit

I am trying to convert a web image of low resolution to a jpeg that I can use to print on a post card.  What is the best product or application to use to modify it? Is there a recommended procedure?  Can the Adobe products that I have access to with Adobe Cloud help me or do I buy an application for that?  Help!

What do you mean modify?

If you want to increase the resolution, I don't think that is possible

I have an entire page of html mixed into jpg poctures and i would like to know if they can be changed to all jpeg

HTML is HTML.

JPG is JPG.

Two different file types with two entirely different jobs.

 

You need to isolate the images from the web page with your browser's right-click feature.  Copy image or save image to your hard drive.

1st step is to RIGHT click the picture and see if an option to save the picture appears in a pop up option window

If yes, you save and then print... if not, the owner has put code on the page to NOT allow saving

Thank you.

I was able to save it.  Now that I have saved it, because it is a low resolution, what is the best application to best modify it for print purposes?  Photoshop?  Do I buy PicMonkey?  Photoshop Lightroom?  Confused.
