Core Sync preventing Restart

I've just started getting this message when I try to shut down or restart my PC . . . . 'Core Sync preventing Restart'. I run Windows 10 and have been told it's an Adobe program (I have Adobe CC, Lightroom and Photoshop).
From what I can find out, this has been reported several times and so what I want to know:

1. Is it a major issue?

2. Is there a fix?
