Could not buy Creative Cloud :(

Hello !
The thing is that I wanted to buy Creative Cloud for my GF who study art in Latvia. I myself live and work in UK.
Looking trough Latvian version of Adobe website today it says that students can buy Adobe soft only trough resellers. Tought ok its bad as in Latvia students live on 1 euro/kg dumplings but ok not my problem... so started to look trough resellers and what a surprise that only thing you can find on they website is in some corner Adobe logo in partners list. Thats it - no info on products, no info on how to buy them, nothing. And I think I checked ALL partners.

Contacted support to who I explained that partners don`t have any info on adobe products and as answer I got link to list of partners the same one I been looking trough and complaining that none of them have info or anything how could I buy any Adobe product.

So the question is :
I`m I allowed to buy Adobe from UK website and so she use it in Latvia? I mean we travel a lot, sometimes she visits me, sometimes I her. So would Latvian study proof allow to buy adobe soft from UK website ?
Btw another thing what makes nearly impossible to buy something on Latvian internet is that whenever I tried to buy whatever on Latvian internet you can buy it only using one of few dodgy Latvian banks.
