Couldn't Chnage Plan, Now Got Charged Extra

Last month I changed my credit card number as my old one was expired. After that, I change my plan from Creative Cloud All Apps plan to Photography Only (20GB), it was confirmed and stated will refund me around 11 dollars. However, I saw my bill and was still charged for all apps, found out Adobe changed my plan back to All Apps. They decided to only change my credit card to charge me and never refunded me also. I contacted support, but halfway through, the screen stuck in a loading circle. My internet connection was fine, I tried refreshing, restarting my computer, but the circle is stuck there. I can't contact support, what can I do?

Support is your only option for resolving refund/payment issues.  If you are having a problem gaining chat access try clearing your cache/history before attempting again.  IF problems continue, try another browser.
