Create web format without subscription for recipients

Hi all! What program and format is recommended for creating business information in web format to be distributed via email? This e-mail should be distributed to a group of employees, internal readers and not to external readers outside the company. This group of recipients is thus predetermined. This does not apply to newsletters with the possibility of subscription. Intended information may contain body text, images, video and hyperlinks that can be opened and viewed. Any suggestions?
