If I purchase the Creative package do I have acsess on all my devices such as ipad and Mac book?

You can have the Creative Cloud activated on two computers. You can have it on additional computers; however, you would need to deactivate whichever app you want to use on one of the previous machines in order to activate it on a third. Here's more info on installing apps on multiple computers:

Creative Cloud includes Photoshop and Illustrator on the iPad and other mobile apps:
