Creative Cloud All Apps Annual plan, prepaid but cant download apps

I have a Creative Cloud All Apps Annual plan (prepaid) subscription but I cant download apps onto  anew machine. I login to  Adobe Account  then click download apps  (Adobe Creative Cloud ) and choose an app to install, I download the e.g Photoshop_Set-Up.exe and run it but all I see is "Create Cloud" window with these tabs "Learn, Files, Fonts, Stock and Behance" no ability to download apps like in old days. I cant start the app install/  In on Windows 10 Ent, Core i8 8700, 32GB Ram and NVME

Have you downloaded the Cloud desktop app? That's the hub for downloading everything else.

Download from Download Adobe Creative Cloud apps | Free Adobe Creative Cloud trial

Install then download the apps via that.
