Creative Cloud All Apps Should Include Specified Apps, But System Says 'Not In Your Plan'

We have Creative Cloud All Apps and have allocated the licences, but when the applicable staff log in it says that products (listed in App Apps as included) are 'Not In Your Plan'.

Can we have some direction, please?

What do you mean by allocated the licenses?

Do you have multiple individual plans (staff all have their own Adobe ID) or a Teams plan?

The purchased app is Creative Cloud All Apps and it had 4 licences which were all allocated to staff members:

I am not sure how to tell if it's a Team plan or not but I would assume that if there are licences then it would be for individuals.
