Creative Cloud allowing only one account

I have Creative Cloud subscription and pay monthly.

I tried to switch devices by signing out of one. But still it kept saying I had used up my 2 device allocation. Went in and tried to do it manually via manage my account, but there it said I only had one device allocated.

In the end, I had to opt for Adobe to deactivate a device - so it deactivated my main device now, to allow this new one, which is now the only device listed.

Any solution?
