Creative cloud and Premiere Pro installed - showing installed but can't seem to launch it.

Have creative cloud and Premiere Pro installed - showing installed but can't seem to launch it. The mouse pointer won't turn to a hand over the icon in CC. I already have Premiere Elements installed on machine and wondering if this creates a conflict. Other apps in cloud seem to open but not Premiere. ??
