Creative Cloud - Change install location did not work

Following the steps here - How to change the install location of your Creative Cloud apps (adobe.com) - I changed the install location of the Creative Cloud Apps. However, the new install folder remains empty eventhough the install location has been updated in Creative Cloud. I have restarted the apps, CC, and my PC. Still no changes have seemingly been made. 

What I am attempting to do is move all Adobe Apps and files to a new directory that does not contain my Windows install. Any help would be much appreciated.
