Thanks for sharing the screenshots, as it has made it easy to understand the issue.
Looking at the screenshots it is clear that the Creative Cloud desktop app is not working properly, it should have five tabs in it, however, yours have only four.
To resolve this issue, please follow the steps given under 'Solution 3' of the following help document: "Failed to install" error received when installing Adobe Creative Cloud desktop app"
