Creative Cloud "Close all Adobe Programes to continue"

I have a problem - my creative cloud won't work, nor will it uninstall. It keeps stating that there is a problem, but it doesn't state what the problem is. It says "Close all Adobe Programmes to continue", but there's no programmes open.

What do I do about it? Can anyone help?

OBS: It's only the "app manager" that I can't use. The rest of the creative cloud works.

check your task manager (win) or activity monitor (mac) to make sure your adobe programs are closed.

also, quit your web browsers.
