Creative Cloud Desktop does not detect installed en_GB apps after installLanguage changed to ja_JP

I use Windows 11 in Japan, but my Adobe applications were installed in English (International).

The applications are physically installed and launch normally. Adobe's local installation database reports Status=1 and InstallLang=en_GB for the installed applications, including:

- Premiere Pro 24.6.8, 25.6.6, and 26.3
- After Effects 24.6.8, 25.6.6, and 26.3
- Photoshop 27.8
- Illustrator 30.6

However, the current Creative Cloud Desktop preference shows installLanguage=ja_JP. Creative Cloud Desktop displays the existing applications as not installed and offers only an "Install" button.

Adobe Fonts management and synchronization are also malfunctioning. Fonts used in active production projects have appeared as missing.

I have already tried:

- Signing out and back in
- Rebuilding the Adobe User Info credentials
- Rebuilding the Apps Hub cache and preferences
- Creative Cloud Desktop Repair

The problem remains.

Adobe Support suggested resetting all Creative Cloud Desktop data and, as a later option, removing and reinstalling all Adobe applications. A full removal is not acceptable without stronger evidence because this production workstation contains multiple Adobe application versions, many third-party plug-ins, panels, scripts, presets, custom keyboard shortcuts, workspaces, and licensed production tools. Some older application versions may also no longer be downloadable.

My questions are:

1. Can the en_GB / ja_JP mismatch itself cause Creative Cloud Desktop to stop recognizing already installed applications?
2. Is it safe to change only the default install language back to English (International) while leaving all existing applications installed?
3. Could changing that setting trigger an automatic uninstall, reinstall, or modification of existing applications?
4. Is there a supported way to force Creative Cloud Desktop to rebuild or rescan its installed-application inventory without reinstalling the applications or affecting plug-ins and preferences?
5. Should the Adobe Fonts synchronization problem be diagnosed separately from the installed-application detection problem?

I am specifically looking for a non-destructive recovery procedure.

    2. you should change your cc desktop app preferences lang to eng (int).
    3. you should see the option to uninstall when the cc desktop app recognizes the installed apps, but nothing is uninstalled without action on your part (which might include updating, if you’re not careful)
    4. yes, change the cc app preferences
    5. yes, fix the preferences. then deal with the fonts (usually by simply resetting the cc app).

    Thank you both very much for your help.

    To answer Jeff’s questions, this is an Individual Creative Cloud Pro subscription. I use a personal Adobe ID, the Windows PC is personally managed, and there is no IT department managing the device. My Adobe Account page confirms that the subscription is active.

    The issue has now been resolved.

    I changed only the “Default install language” in Creative Cloud Desktop from Japanese to English (International), while keeping the Creative Cloud Desktop interface language in Japanese.

    Immediately afterward, Creative Cloud Desktop correctly recognized the Adobe applications already installed on the computer, including multiple versions of Premiere Pro and After Effects, as well as Photoshop and Illustrator. The buttons changed from “Install” to “Open.” No applications were uninstalled, reinstalled, or updated.

    It appears that the default install language had reverted to Japanese without my knowledge, causing a mismatch with the existing en_GB installations.

    Thank you, kglad, for identifying the language mismatch and recommending English (International), and thank you, Jeff, for understanding my concern about reinstalling applications in a production environment. Your assistance allowed me to resolve the problem safely without removing and reinstalling all Adobe applications.

    I apologize for any issues you are encountering with our services, and I understand why you'd be cautious about reinstalling applications in a production environment.

     

    Before troubleshooting further, can you clarify what type of Adobe subscription you're using? The email address associated with this community account does not appear to be tied to an active individual Adobe subscription.

     

    Because you've referenced a production environment, I'd like to understand whether this system may be licensed through a Creative Cloud for Teams or Enterprise agreement instead.

    Can you confirm:

    • Is this an Individual, Teams, or Enterprise subscription?
    • Are you signing in with a personal Adobe ID or an organization-managed account?
    • Does your IT department manage the device?
