creative cloud desktop screen is blank

I have been using lightroom for a couple years now and have the lightroom + photoshop package.  The creative cloud desktop app that I should be able to update lightroom from has never worked.  When opening it the screen just says "Creative Cloud" in the top bar but below that there is absolutely nothing.  There should be the drop downs to access apps, fonts, etc.  I can't get to anything from here, except a dropdown arrow that gives me 3 options... help, pin to notification area, & quit.   I have uninstalled, reinstalled, and I never get anything but a blank creative cloud window that doesn't give me any options to do anything.   I have a windows 7 64 bit system.
