Creative Cloud Desktop update error 184 (again)

How is this not fixed after so many YEARS?

I find lots of questions but no single definitive answer on how to get past the error. I've tried reinstalling from scratch using the downloadable installer but it wants to install the update immediately aferwards, i.e. it looks like the update version is newer than the downloadable installer.

Someone from Adobe, please help! It's still causing problems and your only recommended solution is to restart the computer... spoiler alert, that solution hasn't worked in 5 years.

Yeah, year ago it was enough to change *.dll names for the files inside C:\Program Files (x86)\Common Files\Adobe\CoreSyncExtension
But now it doesn't work.
