creative cloud download stops at 1%?

I have uninstall all my apps cause of a problem with my computer. Afterward i tried to reinstall creative cloud app but the download stops at 1%. Already used de Cleaner tool without any result. Please help so i could re-use my apps...

if there are no cc programs installed on your computer:

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials

you can't download the cc desktop app?

or you can't get beyond 1% installation of a cc program using a successfully installed cc desktop app?

The downloading runs correct. But the installation stops after 1%. Tried it several times :-(
