Creative Cloud Error 50

I have Creative Cloud installed on a Windows 10 laptop. It had been working fine, but a few days ago started giving me "Error 50." I uninstalled using the uninstaller app and was told it uninstalled with errors. I tried to reinstall, but every time I try to reinstall it gets to 43 percent and gives me "Error 50." Now I can't use any of the products in my subscription. I have followed the instructions for an "Error 50" message to uninstall and reinstall, but that isn't working.

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
