Creative cloud for teams needs as many licenses as users. The advantage for teams are:

• a teams admin can allocate licenses to specific users. Users do not own the CC subscription.
• the it department gets the tools they need to install the programs in a managed environment.
• you get one invoice and the anniversary date is the same for all licenses.
• advanced help and access to application specialists.
