Creative Cloud gives error and request to redownload program.

I have a MacOS Monterey 12.2.1 operating system.  I recently tried to upgrade my Photoshop program which apparently caused me to have to install the Creative Cloud program.  This has caused issues on my Mac. The program keeps telling me there is an error and it needs to download again because of corruption or some error.  I have tried to just uninstall but it gives me a warning it is attached to other programs on my computer.  Do I need Creative Cloud?

Photoshop requires the Creative Cloud app.

Photoshop Elements may not require the Creative Cloud app.

 

Which program and which version number do you have?

Photo Shop Elements.  Exact error: "Adobe Creative Cloud is needed to resolve this problem.  However, it i missing or damaged.  Please download and install a new copy of the Creative Cloud from .... "  sometime it works and might be a week before it happens again. I try to just uninstall and get "Couldn't unintall Creative Cloud for desktop.  You still have Creative Cloud application installed on your computer that require it."  This has started causeing my Mac to crash occassionally.
