Creative Cloud giving wrong file type.

Im trying to install Adobe Creative Cloud to use Substance Painter, however when I try to go to https://creativecloud.adobe.com/apps/download/creative-cloud, 

it gives me the .dmg file, not .exe, im using windows 10, when this https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html

says i need to have the exe version. but refuses to give me anything but the dmg.

it wont let me install substance without "Updating my system", even though ive used Creative Cloud in the past 6 months.
