Creative Cloud Install - can't get past sign-in window

Question

Brand new user, signed up to the Photography Plan. I'm trying to install Lightroom, downloaded Lightroom_Set-Up.exe and run it. This brings up the Creative Cloud sign-in page, I enter my email address, press 'Continue' but nothing happens. I get the green tick next to my email address and can log in to my account on the Adobe website but cannot get further than entering my email address on the Creative Cloud installer.

Windows 10, I've tried restarting my computer, I've got admin access

install the cc desktop app from here https://creativecloud.adobe.com/apps/all/desktop?action=install&source=apps&productId=creative-cloud and use it to install your adobe subscription and trial programs.
