Creative Cloud installing errors

Hi,

 

My creative cloud app just constantly loads until I get this error message.

 

'Adobe Creative Cloud is needed to resolve this problem. However it is missing or damaged. Please download and install a new copy of the Creative Cloud from....(website link)'

 

I have uninstalled it and reinstalled, with no difference. I have uninstalled all my CC apps, then uninstalled and reinstalled the CC app, and it made no changes. I'm on Windows and removed the contents of the OOBE folder in appdata, uninstalled and reinstalled CC and it made no difference. I now cannot use any of the apps and therefore cannot work. I can't find anything online to help me, does anyone know what is wrong or have anything for me to try?

Thanks for the reply, yes I tried the Cleaner Tool with no luck.
