Creative Cloud Laptop stuck on "Syncing..." but is using 2% CPU and 0% network

Out of nowhere, my Creative Cloud is no longer able to sync. It says "Syncing..." and has said this for hours no matter what I do, but it has stopped syncing as of some time this morning - I believe this was when it detected that several programs have updates. I updated the programs as well and that didn't solve the problem.

I have tried deleting all of the database files.

I have tried deleting the OOBE folder.

I have tried rebooting, also booting into safe mode, to no avail - same problem.

Tried disabling my firewall and antivirus.

Tried exiting and reopening Creative Cloud.

Tried reinstalling creative cloud.

Tried pausing and unpausing the sync.

Tried just waiting for about 5 hours to see if it'd do anything... Still just shows "Syncing."

pause sync'g

restart your computer

with your file browser open the local directory with your sync'd files

unpause sync'g

watch (the green checks) to see if sync'g stops at a particular file.
