Creative Cloud - Migrate App Settings to New Computer

How are Creative Cloud app personal settings, preferences, libraries, etc., transferred to a new computer?  I see a sync settings feature mentioned but can't find it.  I don't want to sync all my project files and drafts to the cloud.  I can't find a concise, complete, up-to-date answer for how to do this.  

I went to my account and hit Resume Syncing and a few new pictures from the other day were uploaded.  I do not want to do this.  All I want is my personal working environment installed on the new system.
