Creative Cloud not installing Animate CC

This is most likely entirely my fault for missing something painfully obvious, but for months I've been having trouble installing the trial for Animate. I've signed in with a school enterprise account, clicked to download the trial for Animate and it sends me to the page that says "Animate CC is now installing... The Creative Cloud desktop app will open and install Animate CC." but then the menu bar (macOS) Creative Cloud app will open and display its loading animation for a minute before going back to its default start page. There is no sign of Animate CC installing? Am I missing a step or is there something stopping Creative Cloud from acknowledging that I'm trying to download an app?

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

use the desktop app to install your cc programs/trials
